Release notes

The headings of a release's generated notes, by the one label each pull request carries. Tests, tooling, site and lessons are internal, and Dependabot's updates are dependencies, so both are left out. A pull request with no label falls under Other, so a missed label shows instead of hiding. This file is the same in every package, copied from ship's package/ folder.
